NRSA sets March 2025 deadline for transport operator registration … unveils new driver salary and pension framework

The Acting Director-General of the National Road Safety Authority (NRSA), Ing. David Osafo Adonteng, has announced that by 31st March 2025, all transport operators must complete their registration with the NRSA. This is part of a new framework designed to improve driver welfare, including the introduction of standardized salaries and pension schemes.

As the regulatory body for road transport services, the NRSA is responsible for setting and enforcing standards for transport operators, vehicles, drivers, and operations.

Speaking at Vivo Energy Ghana’s Fit2Drive Education and Wellness Programme, Ing. Adonteng said, “We are in the process of registering transport operators to identify who they are, where they operate, and how they function. A key focus of these reforms is ensuring that drivers are central to the regulatory process. Drivers face many challenges, and we aim to professionalize their role, much like pilots. Our framework will ensure drivers receive regular monthly salaries that reflect the work they do, addressing the current lack of benefits like SSNIT. We’re working to secure SSNIT for them, so they can enjoy retirement benefits similar to public servants or corporate employees.”

March 2024 Registration Deadline for Drivers

He also highlighted that, “By 31st March 2024, all drivers must complete registration. This will allow us to provide mandatory training, ensuring they meet professional standards. Transport operators will handle the hiring, salary negotiations, and terms of service, much like in the public sector. We believe industry leadership is supportive and will collaborate with us to implement this system. We will start with commercial passenger transport and gradually expand to cargo and other sectors that require certified and competent drivers.”

Ban on Unregistered or ‘Floating’ Drivers

Ing. Adonteng emphasized that transport operators who are not part of a union or a recognized company will face sanctions.

“Once registration is complete, every service provider must be registered. Operating outside the regulatory framework will not be tolerated. All operators must either join a union, form a company, or register individually. From March 2025, failure to comply with these requirements will result in penalties.”

Road Safety Code of Practice for Political Parties Launched

In addition, the NRSA has launched a Road Safety Code of Practice for political parties, aimed at enhancing road safety during election campaigns.

The document outlines guidelines for managing campaign convoys and working with law enforcement to prevent traffic disruptions during rallies and events. It also advises political parties to use their platforms to promote road safety and integrate safety measures into their manifestos and policy statements.

The code was developed in partnership with key stakeholders, including the Ghana Police Service, Electoral Commission, political parties, civil society organizations, and road safety-focused NGOs like LADA Institute, StreetSense, and CUTS International.
