Minister of State: Stakeholder consultations ongoing for PURC and Energy Commission Merger

Herbert Krapa, the Minister of State at the Ministry of Energy, has announced that stakeholder consultations are underway to finalize the proposed merger between the Public Utilities Regulatory Commission (PURC) and the Energy Commission of Ghana. The merger, which has garnered support from industry experts and policymakers, is expected to streamline regulatory functions, reduce operational costs, and address overlaps in Ghana’s energy sector oversight.

The Institute of Energy Security is one of the key proponents of the merger, arguing that combining the two regulatory bodies will result in significant cost savings and improve the overall efficiency and effectiveness of energy regulation in the country.

Speaking to the media after an event marking Customer Focus Week at the Energy Ministry, Mr. Krapa emphasized the government’s commitment to achieving an efficient regulatory framework through the consultation process.

“My position aligns with the outcome of the stakeholder consultations. What we are aiming for is an efficient regulator, whether that means merging the technical and financial functions to boost efficiency or keeping them separate. The consultations are ongoing, and the goal is to create a regulator that serves the best interests of the Ghanaian people,” he stated.

Mr. Krapa also urged agencies and departments within the Energy Ministry to enhance the quality of their services to better meet customer needs.

“I’m thrilled that we’ve celebrated Client Focus Week, and it’s noteworthy that we’re the only ministry doing so. This reflects how seriously we take our clients, with a commitment to exceeding expectations. I hope this serves as an opportunity for all our agencies and the ministry to reflect on how we can improve the services we provide to our customers,” he added.

The merger, if approved, could mark a significant shift in how energy regulation is managed in Ghana, with the potential for more streamlined operations and improved service delivery across the sector.
