President Nana Addo Dankwa Akufo-Addo has officially signed into law the Ghana Shippers’ Authority (GSA) Act 2024, after its passage by Parliament on July 29. This landmark legislation, endorsed on October 18, 2024, enhances the GSA’s regulatory power to position Ghana as a fair, competitive hub for commercial shipping by expanding oversight across all transport modes, including sea, air, and land.
The timing of this Act aligns with the GSA’s 50th anniversary, marking its transformation from the Ghana Shippers’ Council in 1974 to the Ghana Shippers’ Authority in 1998, with an expanded mandate. The strengthened authority will now focus on ensuring fair pricing, transparency, and efficiency across Ghana’s shipping and logistics sectors, making the country more attractive for international trade.
In a statement on October 31, the GSA expressed appreciation to all stakeholders who contributed to shaping the legislation and announced the launch of a nationwide sensitization campaign to inform stakeholders of their roles, rights, and obligations under the new law. The GSA also invites stakeholder feedback to develop a Legislative Instrument (L.I.) that will facilitate effective implementation of the Act, aiming to further strengthen Ghana’s trade, shipping, and logistics landscape.
