GRA gets boost as Parliament approve digital system to track imported goods

Parliament has approved an agreement between the Ghana Revenue Authority (GRA) and Truedare Investment Limited aimed at modernising customs operations through the digital tracking of container contents for imported goods.

The arrangement will introduce an advanced inspection and monitoring system designed to complement the existing Integrated Customs Management System (ICUMS), strengthening revenue assurance and reducing leakages at the ports. The solution is expected to provide end-to-end visibility of cargo movement, particularly during pre-arrival and clearance stages, where significant inefficiencies and loopholes have previously been recorded.

Presenting the Finance Committee’s report, Chairman Isaac Adongo emphasised that the agreement imposes no additional financial burden on the state. He explained that although ICUMS remains a critical component of Ghana’s customs architecture, assessments have revealed gaps—especially in tracking cargo and verifying accurate classification and valuation.

He noted that government’s decision to adopt a new digital inspection layer is part of a broader effort to enhance customs transparency, tighten compliance, and ensure that all revenue due the state is collected.

It has become necessary for Ghana to introduce a republican digital arrangement to strengthen customs management and boost revenue mobilisation,” he stated. He added that the newly approved system will address the challenges associated with monitoring cargo movement and improve oversight of customs classification and pricing—helping to close loopholes without incurring extra cost to the public purse.
