FDA crack down on unregistered baby diapers

In a joint effort to safeguard public health and consumer rights, the Food and Drugs Authority (FDA), in collaboration with the Ghana Revenue Authority (Customs Division) and the Ghana Standards Authority, has issued a stern warning on the importation of unregistered baby diapers. 

The statement, released on July 10th, 2023, serves as a decisive move to address concerns over the influx of substandard and unhygienically packaged baby diapers into the country.

The FDA reiterated its stance, reminding manufacturers, importers, and distributors that the importation of baby diapers, commonly referred to as “bale diapers,” is strictly prohibited.

Officials emphasized that any attempt to bring in unregistered, poor-quality, or inadequately packaged baby diapers will result in immediate seizure and safe disposal, with the incurred costs borne by the importer.

Further, in press statement signed by its CEO, it noted that of particular concern to authorities is the persistent practice of importing disposable baby diapers, either concealed within bales of used clothing or in unhygienic packaging. These clandestine imports pose significant risks to public health, as the diapers are often repackaged and sold without appropriate labeling or essential information, potentially exposing consumers to health hazards.

The FDA urged all stakeholders involved in the importation and distribution of baby diapers to adhere strictly to regulatory guidelines and standards. Failure to comply with these regulations will be met with severe consequences, including legal penalties and forfeiture of goods.

This decisive action underscores the government’s commitment to ensuring the safety and well-being of its citizens, particularly vulnerable groups such as infants and young children. The public is urged to remain vigilant and report any suspicious activities related to the importation or sale of unregistered baby diapers to the relevant authorities.

The FDA highlighted the grave risks associated with the handling of bale diapers, which are frequently repacked and relabeled under unsanitary conditions. Such practices can introduce germs into the genital region of children, posing significant health hazards, particularly to young girls.

Imported finished baby diapers must be registered prior to importation, featuring an approved label and complying with GS 1166:2017 standards. These registered diapers should be well-packaged and properly sealed to safeguard against moisture, contamination, and damage during transportation, storage, and distribution.

While the importation of raw materials for baby diaper manufacturing is permitted, importers must operate licensed facilities for production. All facilities, both domestic and foreign, are subject to rigorous Good Manufacturing Practice inspections, with applicable fees.

The FDA reaffirmed its commitment to collaborating with the Ghana Revenue Authority (Customs Division) to ensure that disposable baby diapers available in the market meet stringent safety standards. Additionally, the FDA urged the public to prioritize the purchase of FDA-registered baby diapers to mitigate the risk of infections among infants.
